[Psml] Publishing of NASBLA exam

This months "Offshore" Magazine" published the full "form A" NASBLA test  
with answerers - the one that we use in the public boating courses. I was  
totally incensed, but before I sent off a nastygram to the magazine I   called 
NASBLA and spoke to Gail Kulp, their Education  Director. I found out that the Form 
A, the one that we have been guarding as if  were fine gold, is "open access" 
and available to anyone for any purpose,  including publishing on the Web or 
in any other form. There are other forms , C  through E that are "secure" and 
not to be published. Why then, don't we  either:
1)  distribute the exam booklets with the completed test so that  students 
can keep it as an additional study guide, or
2) use the "secure" form of the test?
