[Psml] Safe Boating Education Requirement

Unless the town owns the marinas, do they have the authority to require
the certificates?  Does this resolution carry any weight?

I have just been informed by Councilwoman Susan Berland that the
Huntington Town Council on Long Island, NY has just passed a resolution
expressing the council's desire  that anyone who permanently docks their
boat in any of the town marinas posses a safe boating certificate. This
resulted from a letter and meeting I had with the councilwoman, who
attended the Commanders Rendezvous of the Neptune Power Squadron. I will
post the resolution has soon as I get it. I would be glad to share the
letter I sent if anyone is interested.
