[Psml] Clarification of Safe Boating Education Requirement

I have gotten several e-mails requesting a clarification of my previous  
posting on this topic. This applies only to town owned and operated  marinas, and 
dos not apply to privately owned marinas or for transients. The  course 
sponsor  is not specified, only that it be a New York State  recognized course 
(NASBLA or equivalent)e.g. USPS, CGAUX, or the New York State  Course. For those of 
you that may not know what is going on in this neck of the  woods, our nearby 
states of New Jersey (spearheaded by D4), Connecticut and  Rhode Island 
already have a requirement that ALL boaters must have a certificate  indicating the 
passing of a safe boating education course. The USPS BoatSmart,  Squadron 
Boating Course and other similar courses given by the state, USCGAux  and others 
qualify. It is also currently the law in New York State that ALL PWC  
operators hold a Safe Boating Education Certificate. You may have noticed that  on the 
spot on the NBC Today show featuring the USPS and the Coast Guard, that  the 
Coast Guard representative indicated that they were in favor of Nationwide  
Mandatory Safe Boater Education.
