[Psml] VSC Manual and Exam

This is addressed to all VE's


I have been asked to represent USPS and focus on the updating of the VSC manual and exam. All our input will go to the USCGAux for review.

First off; the exam must be totally rewritten so it is easier to understand.

Next: We will be proposing a new cover to have the same background as the new "trifold" fliers. The new trifolds are designed to be given to those NOT wanting a VE. It is designed to inform the boat owner as to what they are missing.

Inside the manual: This is where I am asking for your input on misprints, outdated information, etc.

Please reply directly to me so as to not fill up the PSML.
