[Psml] Safe Boating Education Requirement

Yes, the towns do have the right to legislate their waterways.  There  are 
some sticking points, but it is similar to a town ordinance setting a speed  
limit of 5 mph in their waterways.
 
However, the resolution is currently directed at vessels using and residing  
in town owned or town operated facilities.
