Another variation in Norm's idea, or maybe what John Bradley proposed at the 
beginning:  could the "Area Monitor reviews and approves" process be extended 
to commanders?  If the submittal is made under an updater password, the 
package goes to the commander.  If the submittal is made with a master password, the 
package goes to the area monitor.
