I agree that Norm's suggestion is viable, as long as it does not  
require the squadron commander to run DB2000 him/herself. The  
commander's approval, if M/M submissions are by agent, must be  
executable via login on the National website or similar.
I say this knowing that some (many?) commanders may not want to have  
to do anything more involved than email or fairly straightforward web  
browsing.
