This approach is the same that is used in many systems that rely on "table driven" rights access. I don't think that is is really that complicated to understand. All that is needed is a table with the system functions across the top and userid's down the side. The cells would be "radio buttons" with the default set to off. The u could be pre-assigned, as maybe nnnn-nn (squadron acoount # - sequential id #) All the commander would need to do to click on the function/userid pair to turn the permission on or off.
