[Psml] Some more toughts on Merit Mark passwords

I think that a lot of your suggestions make sense, but I think that what we  
need to focus on is a generalized facility to expand protected access to  
multiple systems. In other words, rather than specifically re-program each  system 
for it's own unique way of allowing various levels of security, have  a 
generalized "front end" that is consistent across all systems. This way, the  user 
only needs to understand one scheme which can than be applied to any number  
of security related issues. This should simplify the learning curve, and reduce 
 the number of different menu structures. Once you understand how security is 
 implemented in one system, you will understand how to apply it in every 
case, in  an almost intuitive manner. It would also have the advantage of being a  
constant model that the programmers could use, regardless of who they are or  
what system they are developing, even systems that they haven't even thought  
about yet. In a chaotic world, consistency can be a good thing.
