[Psml] CGAux and USPS

It was my understanding from the announcement at the Annual Meeting, that  
about 2700 letters would be going out from the CGAux to it's former members that 
 chose not to maintain their membership because of the onerous security  
requirements. These letters would inform them that if they were interested  in a 
boating organization with public outreach, the USPS was a suggested  
alternative. I don't recall any mention that we must (this would be a clear  violation 
of our by-laws) accept them - this is a local squadron policy  decision, as is 
the educational waiver. It strikes me that many of these  disaffected CGAux 
members would be ideal candidates for USPS - they have clearly  previously 
indicated their desire to be associated with a public outreach  boating group. Many 
of them have also taken various CGAux courses which have  similar requirement 
to our own. Remember, the ABC course was a joint effort on  the part of USPS 
and the CGAux. It should be made clear that these people have  not "flunked" 
their security screening, they just chose not to go through it - I  know I 
wouldn't. There is also no indication that USPS is going to get into the  security 
business.
