[Psml] Reimbursements

Although reimbursements are very nice, I think that it should be limited to  
the C/C, V/C/C's and D/C's. I know that a great many people work as hard and 
are  as dedicated to USPS as the National Bridge, but we have been in the red 
for far  too long.  Going as far down as the Squadron Commanders can put a 
great  burden on the National Budget because of the sheer numbers involved. Most 
of the  Squadron Commanders I know are reimbursed, at least in part, by their 
squadrons.  I also think that we need to explore who is going to get the most 
out of these  meetings.  The emphasis should change from the Squadron Commander 
to  the XO, at least for the annual meeting. In D3, where most Changes of 
Watch  occur in March through May, the Squadron Commander, even if he picks up  
some great ideas, will not be around long enough to implement them. I therefore 
 feel that the GB should be for the  Commander, and the Annual for the XO  or 
Presumptive Commander - same should go for the District level.
