[Psml] Reimbursements

Didn't mean to imply that Squadron Cdrs be reimbursed by National. 
Just trying to mention who should be subject to reimbursement. To my 
limited knowledge, most Squadron Cdrs are reimbursed at the Squadron level.
Agree with your other comments. Know as Prospective CDR, attending 
the National (and District) meeting helped me.
