[Psml] Grade Transfers

The mapping makes sense to me having taken their equivalents to 
Seamanship, Piloting and Advanced Piloting.  The only other course of 
theirs for which no credit is shown that I think should map is their 
weather course which is better than ours.  I say this because I have 
taught both.
