Thanks for the explanation AND understanding of the
frustration and even anger amongst the boating community.
I hope you and others in SC are able to make reasonable
progress toward an equitable solution.
I don't think anybody in this discussion objects to the
requirement for true residents to pay the taxes due, but
I believe you have now seen what the displeasure was about.
I don't expect this brouhaha will ever apply to me personally,
as any visit I made to SC by boat would most likely be purely
a short one. I do hope to be able to make that visit someday
in the future.

The term "transient" under current SC tax law would seem to be
defined as anything less than 60 days (although there is no
official definition of the term in the tax code.) In this
particular instance, the boat would be subject to tax if it is
present for 60+ and would not be considered "transient." There
is no statutory authority for pro-rating this tax.
Hopefully, the state legislature will come to realize one or two
things. First, that there needs to be a "prorata amendment"
passed, and secondly, that the 60/90 rule should be amended to
extend the period to something like 120/180 days.
Yours and other boaters frustration is very noticeable, very
common, and now I admit is very understandable. Until the state
legislature understands this issue fully, I'm afraid we'll get
no real solutions. I intend to press these issues with the SC
legislators and the SC Tourist Department. Along with asking for
help from the SC Marine Association.
