[Psml] Good Experience with on-line membership apps

We've had experience with 4-5 on-line apps.

For the latest one, I entered his USPS application on-line on 3/27.  Date of confirmation was 3/31 (date on mailed confirmation).  Mail confirmation received 4/4.
