  I am looking for the specific EPA rule that requires all recreational boats to catch all forms of drain water from running overboard by September 2008.  All gray water, all bilge water, water from washing ones boat, rain water, engine cooling water, deck runoff, etc..etc.. that must be collected instead of draining overboard.

  This rule is supposed to levy a $32,000 per day fine if ones boat does not comply.
