[Psml] Filling out OD 2 form

What is the process for filling out the OD 2 form.  How can we fill out the
form using our computer or do we have to find a typewriter or hand write out
all the information?

Why isn't this form updated to allow it to be filled in on the computer and
to be saved after it is filled in on a computer?
