[Psml] Filling out OD 2 form

The reason for using the DB2000 is the date goes right into the data base
without someone reentering it like PDF. Every squadron used DB2000 this year
for Merit Marks, so they should be able to do the OB 1 & 2

It is too bad that the PDF, downloadable from the USPS main page,
does not have fillable form fields. If it did, those not using DB2000
could just fill in the needed info, then print and fax or mail the
form back to HQ.
I see that the document properties say that filling of form fields is
allowed, there just don't seem to be any set up to fill in.
