[Psml] Anniversary Billing

Hello all,

I have a desire to list all members in the order of their dues renewal 
date. I have the date joined, but no record of the renewal dates. If 
anyone can remember the date when Voluntary Anniversary Billing began, 
please advise. My squadron was in it when it started, but I cannot 
recall the exact date, and not sure where to find it. My records of 
National Meeting Minutes does not go back that far.
