[Psml] Incidental Discharge Bill

Just saw that the US Senate voted this morning approving the bill  
exempting recreational boaters from the 'Incidental Discharge' , and  
it is being discussed in the US House of Representatives as I write.  
The bills in both houses are identical, so there 'should' be very  
little wrangling and nit-picking before (hopeful) passage.
Then it is on to the President for signature. (He will, won't he?)
