[Psml] NASBLA approved couses

Our squadron Ex-comm had a long discussion last night regarding BoatSmart
and the Squadron Boating Course.  One of the questions that arose addressed
what is required of a NASBLA-approved course.  Over the years, we've adapted
Boat Smart and the Squadron Boating course to our time and venue constraints
without much regard to the requirements.  
 
Are a specific number of hours of instruction required?  Specific Topics?
Our graduates pass the test, but are there other requirements that we may be
missing?  As an extreme example, could someone challenge the Boat Smart test
and if they passed receive a certificate?  If so, does challenging the exam
meet the NASBLA requirements?
