[Psml] PSML Digest, Vol 21, Issue 4 on the water insurance

How many years has the issue of on the water insurance been under review by USPS?  Seems like that has been the reason given most of time for ongoing holdups in the boater certification program?  Perhaps on the water training should be left to organizations which are paid adequately and already have the necessary insurance in place to provide on the water training.
