[Psml] New Membership report format ... and SUST member

I see that HQ report membership reports http://www.usps.org/x/x.pl/x/x.cgi?/cgi-bin-nat/hq/list.cgi have started breaking out categories of members in more details.

Can someone tell me what a "SUST" member is?  I must have missed it, and couldn't find it in the operations manual.

If this is a membership category, what is dues structure?
