[Psml] Name Change "Sail and Power Squadron"

You are gong to receive mixed reactions to the change. I'm just one P/C
voice from our squadron who added the "sail" designation years ago.
Personally I don't see where it made a membership difference but it sure
became a mouthful and more difficult/expensive to convey in our PR
Advertising efforts.
It is my opinion the change should be to "U.S. Boating Squadrons" but alas,
I digress from the heart of your question.
