I refer you to Squadron Bylaws section 7.5.

"Non payment of squadron dues may be excused by the Executive Committee, but
nothing herein shall authorize the waiver of dues to USPS or of any amount
intended to defray a per capita assessment of the squadron by its district".

This means that your squadron upon Executive Committee determination may
keep a member who has not paid the squadron dues. However to do so, someone,
probably the squadron, MUST pay the dues owed to USPS and the district
assessment owed to District 13.  This was not done. Regardless of your
belief that ITCom are the bad guys here and doing nonsensical things, most
people understand that we merely enforce the rules of the organization. 

USPS bylaws state quite clearly that membership is a privilege not a right
and that if dues of any member are in arrears later than two weeks after the
beginning of the member's dues year, membership, including any family
membership in connection therewith, will be terminated automatically and
without further notice.

This member will also not be eligible for a merit mark for his efforts until
you address the financial issue.
