Ron, no need to add a webmaster contact, an ITC contact is fine.  The 
ITContact can pass on whatever is need to the webmaster.  ITContact 
is a defined job with a squadron and district jobcode and is tracked 
at national.  Creating a new jobcode for a webmaster is overkill as 
adding a new slot to the squadron profile.

If there is no ITC contact, the message does go to the Cdr by 
default.  If there is no squadron Cdr it goes to the District Cdr.

Note that if the ITC contact does not have a valid email address the 
job assignment is automatically cleared since having a valid email 
address is a requirement.
