In partial defense of the IT Committee, the concept and intent to introduce
PINs was mentioned and explained to some degree at each Open IT Committee
session at the national meetings and governing boards for the last two
years.  About a year ago, there was considerable discussion of why they were
needed, how they would be included in renewal notices, and as I remember,
there was even a suggestion that a separate note be included in the renewal
notice calling attention to the PIN.

While I agree that an article in the Ensign would have been a good idea, I
don't think we can entirely fault the ITCom.  They told us that PINs were
coming, how they would be implemented, and what they would be used for.
Those of us who attended the ITCom meetings didn't do a good job of bringing
that message back to our members.
