If the submissions in question were filed electronically then I can search
the submissions log for a certificate. If they were filed manually via paper

        A few years ago, a member of my Squadron was recommended for a Merit

Mark and the request was declined.  Additional information was 
forwarded--and that is where the story becomes cloudy.  Is there a web site 
(or whatever) that someone within the Squadron can go to in order to pull up

a member's Merit Mark record regarding the actual years he/she was awarded 
one.  Not interested in the total number, just want to see if there is an 
unbroken record.
If so, I would like to obtain that information and in addition, who within 
the Squadron is qualified to obtain the record.
