What I've always been told (and I'm sure it's "documented" somewhere in 
USPS-land) is that a member must contribute at least 8 hours of work to 
earn a merit mark.   The most effective Merit Mark recommendations are 
those written to include hours as well as a description of work 
performed.   So, to use a previous example, "set up and tore down for 
six squadron meetings" is far less effective than a description with 
more detail and time spent "set up 40 folding chairs and two folding 
tables and then tore down and stowed same for six squadron meetings, 
requiring at least an hour's work for each meeting."
