In our squadron, we rely on the organizers of events to submit recommendations to the Merit Mark Chair. As you can imagine, this is far from 100% effective. Most people don't know how to write a recommendation and there are always people missed. An individual member knows all the little things they did during the year that might add up to a merit mark. At the very least, perhaps the members could review the recommendations of the MM chair and Cdr before they are submitted.
My squadron's Merit Mark chair (who is pretty effective) periodically
reminds our Bridge that merit mark recommendations should be a year-long
effort. It's pretty easy to forget what someone did 11 months ago when
you're trying to think of who to nominate for a merit mark. Bridge
members and their committee heads should be making notes about members'
contributions all year long so that writing the merit mark
recommendations at the end of the year will be simple and easy and so
that no one whose major contribution early in the year will be
overlooked. This doesn't need to be a huge effort -- just a few minutes
after each event to note, either on paper or on computer, who did what...
