[Psml] Merit Mark criteria

Per the guidelines there are no required hours in order to get a merit mark. 
Some squadrons include hours, some don't. Some Districts require hours be 
entered when writing up merit marks, some don't. If you accomplish at least 
10 VSC inspections you get a merit mark. Try to find that in the merit mark 
guidelines/instructions.
