[USPS-Webmasters] Online Roster Installation

Having gotten a lot of feedback on the difficulties of installing the 
online roster system, I have completely changed the setup so it is 
essentially a one button setup.  I have also modified it so you can upload 
roster files to the server using an online form rather than having to use 
FTP.  All this works even if you don't have and account on the USPS server, 
your website is hosted on another server, or you don't even have a website.
