Some of our members find the links to other sites quite helpful, especially the local boating resources. Having the webmaster collect good links and post them is a service to everyone. Our site includes links into the best in-depth local weather info, and since agencies move these links around periodically it lets one person keep them up to date (not so easy).
The other reason USPS may put an emphasis on links (guessing on this) is because search engines like Google place such a high value on cross links as you know. If you have arranged reciprocal ones it can make it easier for potential new members to find your Squadron and its classes.

Yes, looking at the score criteria is very interesting! I was surprised how many points are given for linking to non-USPS sights! Certainly those are easy points, but of limited value to the USPS or its squadrons, it seems.
