I have been just watching so far, but I felt I had to jump in on this  one.  
As a sometimes evaluator, I have never been quite sure how to grade  
animation, and to a lesser extent, backgrounds. Both can have a positive,  neutral or 
negative effect on the quality of a webpage.  Creative  non-overwhelming 
backgrounds can enhance a website while the wrong choice of  colors or color 
intensity can make the text difficult to read.  In this  case it is worse than no 
background at all.  Likewise, animation can be  positive, neutral or negative.  
Boats or airplanes towing banners around or  fish swimming around can be very 
distracting and draw attention away from things  that are more important.  On 
the other hand, I would consider an animated  knot demonstration board, or a 
"docking in the wind" demonstration  or a light characteristics" display on a 
separate page to be a website  enhancement.
 
I hope the Web Evaluation Guidelines committee can devise scoring system  
that will reward creative use of animation and backgrounds and penalize  
inappropriate use of them without penalizing websites that don't have animation  
and/or backgrounds.
