List and Gentlemen,
The Vessel Examiners are the front line troops and once again you have put us in a crossfire. I happen to live and boat in the State of Michigan which requires a bell for all vessels between 26 feet and 20 meters. This is not in the Michigan Boating Laws and Regulations, it is in a Michigan Administrative Rule from 1967 which the state has not removed from the books. The Michigan Attorney General advises me that he has turned this matter over to The Michigan Department of Natural Resources. Everyone acknowledges that this needs to be eliminated but there are 26 steps that need to be taken in order for an administrative rule to be recinded. No progress is being made toward doing this. In the meantime, the Vessel Examiner is supposed to explain to the boat owner that he has to get a bell that is not required by the Coast Guard before a decal can be awarded.
But for vessels between 12 and 20 meters this is a MOOT POINT if they don't have a Copy of the Navigation
Rules dated Jan.2, 2006. Item 13 on the ANSC7012 (6-02) form states that "Boats 39.4 feet and over must have on board a current copy of the Navigation Rules."
Some of the improvements that are being made are making the Vessel Examiner's job more difficult.
