Similar situation in the State of Connecticut.
On page 26 of the "Boater's Guide" it states: "... that every motorboat 
26 feet or more in length to be equipped with a bell capable of 
producing a clear bell-like tone of full round characteristics."

That puts the quality of the sound produced squarely in the ear of the 
VE and/or the law enforcement official with no real guidance other than 
the horn/whistle requirement of 1/2 mile audible range.

A dinner-bell from Aunt Millie's tea service won't cut it but, then 
again???
