Aloha all !!!

Doesn't Line 14 of the VE form require vessels in a given state to conform
to state requirements as well as federal requirements? If a vessel does not
meet the requirements for its state it may not receive a decal. This goes
for states which require a bell for vessels of whatever length. In Hawaii,
any vessel capable of going 1 mile offshore MUST have an EPIRB or  VHF
radio. Not having one or the other is a violation of state law and a decal
may not be awarded. An anchor bill will go before the legislature next
January. Maybe Line 14 should be elaborated upon but it is quite clear.
