Greetings all the question seems to be one of definitions and rule of law,
basically the VE program is a FEDERAL program with in the STATES with
education as to state and federal requirements to be meant. Now if you Live in a
state with a heavy Cost Guard presents I am willing to bet your REC/boaters are
going to comply with the FEDERAL standards. Most REC /boaters do not even know
what a demarcation line is any way. They make statements such I only boat
during the day light hours so I do not need lights or bell, So I would inform them
show them and if you are boating On a federal water way, canal, river such as
the Hudson River you had better comply or risk getting ticket I usually
explain it this way In today's world boating laws were and are enacted to prevent
collisions out there in all kinds weathers and so on, so on most people
understand. Hell is the cost of not having some bell worth your life or others you
might love.
