Page 31 of the California 'ABCs of the California Boating Law'  states
"Sound Signaling Devices: Vessels 39 feet 4 inches (12 meters) or more  in 
length are required to carry a whistle and a bell."
 
Our Department of Boating and Waterways needs to catch up with other  states 
that now comply with the INTERNATIONAL RULES related to the bell  requirement 
in their respective state IMHO.
