Hello, ALL Vessel Examiners.

The Michigan "Bell Issue" has once again come to the surface.
Looking at the 2005 "Handbook of Michigan Boating Laws and =
Responsibilities", Page 34, in the shadowed box, the only mention of a =
"bell" is for vessels over 65.6 feet long or longer, operated in =
"Federally Controlled Waters".

I called Lt. Creig Grey, Michigan DNR Law Enforcement Division, and =
asked him specifically, "is a BELL required on Vessels 26 feet long and =
longer, operated on "Federally Controlled Waters" within the State of =
Michigan?

Lt Grey's answer was "yes we are still under the State Administrative =
Rule, stating that a bell is required on Vessels 26 feet and over".

I mentioned the change on page 34 of the Michigan Handbook, from Vessels =
39.4 feet, to Vessels 65.6 feet.  Lt. Grey looked at his copy and said =
that this was a "TYPO" and that the "BELL REQUIREMENT" stands.=20

The official word from the State of Michigan and the USPS National =
Vessel Safety Check Chairman is,=20
"NO BELL, NO VESSEL SAFETY CHECK DECAL" .

I have sent this notice to Lt. Grey and have his approval and =
concurrence for publication.
