Bob,
The prudent thing is to have a paper copy onboard. Just as with navigation
equipment, other electronics are not always reliable. Whether an electronic
copy would be acceptable to a CG boarding tem I don't know but I wouldn't
want to bet on it.
The Navigation Rules are on the USPS VSC web site for download, on the Forms
and Tools page.
I wonder how many VEs ever visit the VSC web site. There are all kinds of
tools available there.

As to the navigation rules, I have a question and a couple of suggestions.
First the question--Does the copy of the rules have to be a paper copy or
could it be on a CD-ROM if there is an appropriate computer on board? Now
for the suggestions; lets get a fully organized copy on our website so they
may be downloaded. If CD is ok they we could easily distribute a copy of
the CDs. If CD isn't OK, then we could still pass-out the CDs and advise
the boaters that they have to print a copy. The CD should be dated and the
most recent date posted on our website.
