Did you see my prior reply earlier today regarding electronic vs. paper
copy? In case you missed that one here is what I said:
"The prudent thing is to have a paper copy onboard. Just as with navigation
equipment, other electronics are not always reliable. Whether an electronic
copy would be acceptable to a CG boarding tem I don't know but I wouldn't
want to bet on it."

Didn't we have this same discussion last year about this time? And was it
not decided then that the Coast Guard wants to see hard copies of the Nav
Rules, not electronic copies? I recall the issue was the the danger of
electronics failure (battery dead, wiring kaput, lightning strike, hard disc
crash, CD-ROM drive failure, etc.), thus rendering an electronic copy
unavailable. Has this changed? Do we know for sure? What authority may
be cited? Does this vary from district (Coast Guard, not USPS) to district?
