[ve-l] Nav rules onboard

Thanks to all of you for chiming in on this one.  The link to the USCG page given by Hal Leahy of  http://www.navcen.uscg.gov/mwv/navrules/navrules.htm  also gives ordering information from the Government Printing Office.  Considering that it's only $15.00 for more than 200 pages, this is probably the way to go.  As far as the general reliability of electronics on board is concerned, I've heard these arguments for years, but have always found the electronics more reliable than engines.  I think the general paranoia on the subject might be due to the fact that more people understand engines than electronics.  Has anyone said "don't rely on your engines" to a power boater?
