[ve-l] Nav rules onboard

One fairly healthy lighting strike can fry everything, electronics and
electrical.  It blew up my batteries, so I couldn't have started my engine even
if it were undamaged, not to mention putting a hole just above the waterline. 
And that was at the dock.  I'd rather have the sails than the engines, and a
sextant on board.
