I recently encountered a PWC during one of my safety checks that didn't have 
a battery.  The owner refused to do a quick start to check the kill switch, 
etc.  I refused the decal until he could put in a battery.  Was I wrong in 
doing this?  I have checked with many PWC dealers about doing a quick start 
out of the water and they said it would be appropriate as long as they 
didn't continue to run the engine.  The owner flatly stated that he couldn't 
start the PWC while on the trailer.  Can you please let me know if I was in 
error or not.
