Tony,

As a VSC Examiner I know of no requirement to check the operation of a PWC 
kill switch.  Tony, what requires you to check it?  Same can be said about a 
power boat, We don't ask the owner to start the engine(s) then turn off the 
key to make sure it shuts down.
