How during a PWC VSC Check would one check a self-circling mechanism to make sure it's in proper working order?

Noting the discussion, I just looked in the VSC Manual and on the back of the ANSC7012 (7-00) USCGAUX Form 204 it states the following:
Para 15. OVERALL BOAT CONDITION: as it applies to this Vessel. Including but not limited to:
B. Electrical and Fuel Systems: Blah Blah Blah ---> IF INSTALLED, self-circling or kill switch mechanism must be in proper working order. All PWSc require an operating self circling or kill switch mechanism.
And it is on the back of my ANSC7012 (6-02) Previous edition may be used VESSEL SAFETY CHECK (VSC) form.
So, to make a long conversation short. You don't show me the kill switch works - You don't get a decal.
