I believe you did the right thing. If he won't allow you to check the kill
switch then you cant pass them. Maybe he could have put it in the water and
then checked it? The manual explicitly states that it must have an
operational kill switch or self circling device.
I have inspected many PWC in addition to owning several. It is OK to do a
quick start and the pull the lanyard to inspect for an operational kill
switch. PWC do not have water pumps with rubber impellers. They are cooled
through forced water through the jet pump. Most PWC owners will start them
on land quickly after pulling them from the water in order to clear the jet
pump of some of the excess water. You can not run them without water being
hooked up for prolonged periods. Also when we inspect PWC or for that
matter and vessel make sure the battery terminals are covered (at least the
+ terminal) or the battery is encased in a battery box.
