[ve-l] Update on 121.5/243 MHZ EPIRBs

All VEs,

 
I was reminded that there has been some incorrect information about
deregistering these EPIRBs. The 121.5/243 MHz EPIRBs were never required to
be registered so there is no database from which to deregister. The 406 MHz
EPIRBS do require registration however.
