The link to "How to Perform a VSC on a SUBS in the section "Conducting a Vessel Safety Check" in the USPS web site is broken.
I did find a good description of how to perform these checks in the Coast Guard Auxiliary site. http://www.ratlines.com/VSCforSUBs.htm
Do these SUBS inspections qualify as a Vessel Inspection for reporting purposes ? If so, will the on-line VSC reporting form accept an entry without a state registration number ? Otherwise, how does it get reported ?

Yes, Sport and Utility Boats (SUBs) are eligible for a VSC and decal award.

MAKE A WISH FOUNDATION REQUIRES VSC's
We were recently contracted through the National VSC website to
conduct a VSC on a boat in Kent County, MD. The owner wished to
participate in the local Make A Wish Foundation program to take a
youngster and his/her parents on a boat ride on the Chesapeake
Bay.
He was told that it was a requirement for his boat to have a
current
Vessel Safety Check decal. D/Lt Judith Ann (Judy) Gill (AP) did
the
vessel examination and offered additional advise regarding taking
youngsters aboard. Even though we live in a suburb of
Philadelphia,
we also list the zip code of our marina where we keep our boat
and
were the nearest "registered" examiners to this trailerable boat.
We are not sure whether this is a local chapter, state or
national
requirement, but we think that it would be a good idea for VSC
Examiners to log onto the Make A Wish Foundation website and contact their local chapter (scroll down to
Local
Chapter). They could offer their VSC service to boaters wishing
to
make a youngster's wish come true and tell them that boaters
volunteering the use of their boats to log on to the National VSC
website at: for the name of an
examiner to get a VSC.
